Foreign citizens and stateless persons who are not allowed to enter the Russian Federation in accordance with the laws of the Russian Federation, as well as persons with respect to whom a decision has been made to prohibit leaving the Russian Federation, are not allowed to pass through the state border.

Foreign citizens and stateless persons may enter the Russian Federation and leave the Russian Federation if they have a Russian visa with valid documentation proving their identity and recognized by the Russian Federation as such, unless otherwise provided by international treaties of the Russian Federation. When entering the Russian Federation, a foreign citizen must fill out a migration card, which must be kept during the entire stay in the Russian Federation and returned at departure.
